  1. Purpose of the position
  • This position is responsible in developing short-term, medium and long-term plan of health sector. This will include sector plans and regional and district plans. He or she will also develop Jubbaland health policies. The incumbent will develop realistic indicators to ensure that targets are reached.
  1. Roles and responsibilities
  • Support in planning and implementation of Peace and Stability Goals.
  • Build the capacity of Ministry of Planning and International Cooperation to deliver its mandate and functions.
  • Provision of inputs to the work programming of the minister.
  • Follow-up to regional, inter-ministerial and entire state initiatives.
  • Gender mainstreaming in JSS activities and programs under the ministry
  • Support senior management of JSS in designing relevant opinions, directives, procedures and assistance in carrying out Government principles and policies on a strategic management, and performance improvement perspective.
  • Participate in the Draft of JSS Strategic documents.
  • Assist regular monitoring of activities visit to all implementing partners in Jubaland as per the ministry’s instructions.
  • Assist the monitoring evaluation team in quality monitoring reports after each partner visit
  • Coordinate and facilitate periodic mid-term and end of program evaluations
  • Follow up partner organizations both on implementation and budget utilization and ensure consistency to agreements.
  • Provide professional support to the partner organization and government institutions on data collection, anti-corruption and other methodologies.
  • Closely follow up that regular plans and reports from partners are received on time and with the expected quality. Review reports and provide feedback to the minister and DG.
  • Consolidate reports and submit the relevant authorities in time.
  • Develop good working relationship and communication with partners and other relevant stakeholders, including ministry staff, other institutions and target beneficiaries.
  • Represent JSS in relevant forums.
  • Ensure constant communication of international and local partners and keep their contacts intact.
  • Assist other ministry officials on protocol issues and guest management.

 

  • Provide information and advice to JSS.
  • The position applicant must be able to speak and write both English and Somali languages fluently.
  • The position applicant must have good proposal writing and documentation skills to prepare concept notes and project proposals.
  1. Qualifications and Training
  • Diploma in Development Studies or a related field and a minimum
  • 2 years of work related experience of progressively responsible planning experience.
  1. Competencies
  • Must have excellent interpersonal skills.
  • Honest and fair in applying rules
  • Ability to meet critical deadlines while maintaining accuracy
  • Must be a computer literacy
  • Must be able to assist senior management on human resource matters
  • Must be knowledgeable in human resource and business practices and procedures.
  • Abilities to motivate and mentor Ministry staff.
  • Abilities to communicate well both orally and in writing.
  • Must be assertive and be able to easily identify, analyse and solve complex problems.

  • Support, Plan and coordination of policies based on ministry strategy and vision goals.
  • Support the Development of mobilization techniques for all planning programs for the region.
  • Mainstream with institution departments for plan development within the state presidency jurisdictions
  • Assist Monitoring and Evaluate Programmes, Projects and Plans Implementation;
  • Assist Developmental plans for research development into the sectors over which the Ministry has jurisdiction, in collaboration with other departments, agencies and institutions.
  • Routine collection and processing of Data and Statistics relating to the institution for policy development.
  • Liaise with relevant bodies outside the state presidency as per the directives of institution management for planning development.
  • Prepare weekly and monthly reports as directed by the management.
  • He/ She will develop master plan programs overall planning operations including, update of land use, subdivision, transportation and housing studies.
  • Interpret federal state and local regulations, and ordinances. Determines regulating limitation and projects.
  • Formulates planning policy recommendations of presentation to the regional planning commission, presents findings and recommendations on planning matters to the City council members.
  • Carry out any other duties as assigned by the management

Responsible for maintaining allocated vehicles in clean, presentable and roadworthy conditions.

  1. Responsibilities and Duties
  • Ensure vehicle comply with minimum operations of security standards such as road safety measures.
  • Ensure vehicle maintenance such as oil and proper greasing, water, batteries, brakes and maintain minor repairs.
  • Ensure proper cleaning is kept all the time.
  • Drive visiting authorities as assigned.
  • Drive airport authority staff to offices and return them back their home.
  • Perform other duties as requested by the staff.
