  1. Purpose of the Position
  • Under the guidance and direct supervision of the Procurement Director, the Asset Management Officer.
  • will register the assets of Jubbaland states and promotes a client-oriented approach, under the guidance of procurement procedures.
  • The asset management officerworks in close collaboration with the all departments in the MoF, and overall supervision of the Director in resolving asset related issues.
  1. Duties & responsibilities
  • Effectively manage client assets according to their investment preferences
  • Assess client’s current asset status, their future needs, and investment goals
  • Administer risk analysis surveys to determine their risk profile
  • Work to develop a master asset management plan specifically attuned to each client
  • Create, organize, and maintain client portfolios

    1. Responsibilities and Duties
  • Balance currency, coin, and checks in cash drawers at ends of shifts, and calculate daily transactions using computers, calculators, or adding machines.
  • Cash checks and pay out money after verifying that signatures are correct, that written and numerical amounts agree, and that accounts have sufficient funds.
  • Receive checks and cash for deposit, verify amounts, and check accuracy of deposit slips.

  1. Purpose of the Position

 

The position is anentry-level operational positionin the accounting section of the newly established External Assistance Fiduciary Section (EAFS) within the Ministry of Finance. The EAFS unit is charged with the management of and reporting on donor provided funds issued through the 5-year Recurrent Cost and Reform Financing II (RCRF) project, financed by a Multi-donor Fund and managed by the World Bank, for which JSS has access thereto. The current RCRF II budget for JSS over its 5 year duration is $10.5 million.

The primary purpose of the position is to support the EAFS Head of Accounts in ensuring transparency and integrity in the use of RCRF II external assistance funds through the RCRF II project, establish strong financial management procedures and produce prompt accounting for all RCRF II assistance funds received.

  1. Responsibilities and Duties
  • Budgeting and Financial Management
  • Prepares periodic cash flow forecast in respect of RCRF IIfunds and oversees that strong budgetary controls are maintained in the Bisan FMIS over the use of RCRF II funds;
  • Prepares and issues payment vouchers in preparation of review and approval and maintains the cash records in the Bisan FMIS in accordance with procedures;
  • Maintains FMIS account books in accordance with the requirements of the POMand JSS legislation and regulations;
  • Records all financial transactions and ensures  that  they are fully documented, supported and duly coded in accordance with the Chart of Accounts as per the POM, the financial management regulations and process of JSS;
  • Obtains approval and authorisation for all financial transactions by the responsible officers on manual documents; and
  • Maintains Travel Advance Register and Travel Advance retirement log.
  • Reporting
  • Provides assistance to the Head of Accounting section, as required, inthe preparation of all RCRF II project-mandated financial statements (quarterly and yearly) and Statement of Expenditure (SOE) in accordance with the reporting requirements as outlined in the Project Operations Manual (POM)
  • Assists the Head of Accounting section withthe monthly Bank Reconciliation in Bisan as required. s
  • Record Keeping and Filing
  • Maintains logical filing system for all financial documents and ensures it is compatible with the JSS filing system, thus ensuring no parallel filing systems are operating.
