                                  VACANCY ANNOUNCEMENT (1 POSITION)

1. Purpose

• The Director General is required to build a culture of professionalism, respect and integrity to ensure a positive working environment, acknowledging the responsibilities of Ministers and supporting managers to make evidence-based decisions. The Director General is also responsible for ensuring that management decisions are free from nepotism, patronage and that are seen to be based on merit.  He / she is expected to act truthfully, fairly and in the public interest in addition to creating and maintaining stakeholder confidence through leadership which fosters and promotes ethical, decision making is a key element of this position.

2. Duties and Responsibilities

• The Director General (Agriculture) is the leader of the Ministry of Livestock and Agriculture, with portfolio oversight, including but not limited to the following responsibilities:
• Overall management of the Ministry, including Human Resources, Finance and Budgeting, Revenue Collection, Legislative Compliance and Public Health.
• Establishing and implementing government policies, strategies and programs related to administration, good governance, and its implementation.
• Keeping the Minister and Deputy Minister informed of policy implementation and advising the Minister and Deputy Minister on all questions of policy which are within the scope of the Ministry’s responsibility.
• Managing the performance of Ministry staff, in accordance with the Civil Service Act and Regulations, and ensuring the effective and efficient operation of the Ministry.
• Monitoring and executing the Ministry budget and that of the institutions under supervision of the Minister/Deputy Minister.
• Deliver high quality, innovative, value for money policies and services.
• Create strong partnerships and good collaboration across all sectors to optimise departmental performance.
• Develop a workforce and leadership practices that build a constructive culture with a focus on performance, capability building and personal accountability and nurturing of leadership potential.
• Promote sustainable farming and welfare and equip Agricultural producers with adequate knowledge, skill and technical know-how on the efficient management of all resources that will ensure profitable returns and an efficient and sustainable food industry.
• Create a value-chain approach to achieve sustainable food security.
• Carry out any other tasks or assignments within this technical area as requested by the Minister

3. Qualifications and Experience

• Bachelor Degree inAgriculture, Agri-business Environmental Studies, Development Studies or related field but having Master Degree in above fields is strongly desirable.
• Have at least five (5) years relevant professional experience, two (2) years of which should have been in a leadership position or at a top management level in the Public Service or Private Sector.
• Strong leadership skills with proven experience of managing and motivating a diverse team.
• Proven experience in Livestock management and in developing strategic and business planning at a high level.
• Demonstrable experience of effective internal and external communication skills and political sensitivity

4. Competences

• A full understanding of the Agriculture system and processes in JSS.
• Strong understanding of government financial management and measures of performance.
• Sound knowledge international standards of management practice.
• Possesses high level political, analytical, policy and management skills.
• The ability to provide leadership, direction and motivation to the Ministry ofAgriculture.
• Excellent interpersonal and facilitation skills, including the ability to effectively work with and support the members of a team and work collegiately in partnership with a wide range of stakeholders.
• High standards of ethical behavior and integrity.

• Ability to identify, analyse and solve complex issues.
• Excellent written and verbal communication in English and Somali language

1. Purpose of the position

• The incumbent will support formulation and review of Policies, standards Strategies and plans on crop farming, post harvest handling, primary processing, food and nutrition. Support the transfer of improved and appropriate crop production technologies to service providers, processors, traders and consumers.

2. Duties and Responsibilities

• Support the Formulation and review of Policies, standards, Strategies and plans on crop farming, post harvest handling, primary processing, food and nutrition.
• Support the transfer of improved and appropriate crop production technologies to service providers, processors, traders and consumers.
• Collaborate with the meteorological department, National, regional and inter- National food and Agricultural surveillance institutions and organizations for early warning on climate change and food security under the directives of the director general of the ministry.
• Support quality assurance on good Agricultural practices and advisory services on crop production, primary processing, food and nutrition.
• Support capacity of service providers on crop production, primary processing, marketing, food and nutrition.
• Support the provision of improved seed/planting materials and sustainable use of natural resources.
• Encourage food and Nutrition Surveillance System in the region.
• Develop and guide implementation of programs for integration of the youth in crop production, primary processing and marketing.
• Collaborate with research departments of the ministry and other organizations at regional and national level in crop development and production activities.
• Facilitate life skills for farmers for best productivity.
• Liaise with farmers or independent owners for rising of crops or for management of crop production.
• Records information, such as production, farm management practices, and stock.
• Analyzes soil to determine type and quantity of fertilizer required for maximum production.
• Support Inspection of equipment to ensure proper functioning.
• Support Development production of hybrid plant varieties with high yield or disease and insect resistant characteristics.
• Prepare weekly and monthly report as per the request of the ministry management.
• Carry out any other duties as assigned by the management.

3. Educational requirement and experience

• Bachelor’s degree in agricultural or related sciences.
• 2 years work related experience
• Crop management skill is an essential

4. Competencies

• Must have excellent interpersonal skills and computer literate
• Must possess good communication skills
• Must be assertive and be able to easily identify, analyze and solve complex problems
• Must be able to plan and organize work
• Abilities to use technologies for more efficient and sustainable soil and water management including irrigation and watershed management approaches
• Abilities to use agro forestry techniques to increase diversity productivity while managing the natural resource base
• Abilities Use to integrated pest management techniques for fruits, vegetables and field crops.
• Knowledge of reducing post-harvest losses and reducing nutrient loss through improved handling and storage.
• Abilities to motivate and mentor ministry staff.
• Abilities to communicate well both orally and in writing
