Grade: 6
Salary : $ 502
Hours: 36 hours per week
Location: Kismayo, Jubbaland 

 

Background

The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equality of opportunity.

The Civil Service Commission is currently recruiting to fill a vacant position of Gender officer for the ministry of Women, family affairs and human right. This is a great opportunity for the right person to progress his/her career with the Civil Service and mainstream gender equality in the ministry.

  1. Purpose of the Position

The Gender Officer is responsible for gender mainstreaming and proactive technical support to the organization. She/he will workclosely with all the departments and partners to ensure that gender equity and principles are incorporated into all policies and activities of the ministry.

  1. Duties & Responsibilities
  • Ensure gender integration in the day to day activities.
  • Monitoring and reporting on gender issues.
  • Contribute to capacity building of staff in the area of GBV.
  • Provide continuous assessment and analysis on the achievement of objectives and results, monitor and analyze the implementation of on-going activities and write periodic progress reports on the GBV components.
  • Provide guiding principles throughout GBV programming including coordination mechanisms for information sharing protocols as GBV ethics guidelines’.
  • Provide advice and support to other institution in the Implementation of the key gender components across the crisis response interventions of Jubbaland state of Somalia.
  • Provide advice and support to the technical staff working within the respective field offices.
  • Analyze and ensure the interventions are sensitive to issues of inclusion of displaced population groups.
  • Support in updating and sharing with staff recent developments and knowledge tools in the areas of interventions.
  • Prepare weekly and monthly reports on gender mainstreaming and ensure confidentiality of the GBV victims.
  • Provide support, training and technical assistance to the partners on gender and related topics.
  • Carry out any other duties assigned by the management.
  1. Qualifications and Experience
  • Diploma in Gender studies, Human right, Community development and social works or related field.
  • Diploma in counseling psychology is and added advantage
  • 3years’relevant work experience.
  1. Competencies
  • Abilities to multi-cultural experience in psychosocial
  • Knowledge of local context – Somalia
  • Must be a computer literacy
  • Understands the current state of social welfare, laws and concept of women empowerment
  • Must have excellent interpersonal skills.
  • Ability to motivate and mentor Ministry staff.
  • Ability to communicate well both orally and in writing.
  • Must be assertive and be able to easily identify, analyze and solve complex problems.
