SALARY: $ 502
WORKING HOURS: 36 HOURS PER WEEK
DUTY STATION: JUBALAND, KISMAYO

 

Background

The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equal opportunity.

The Civil Service Commission is currently recruiting to fill a vacant position of Energyofficer. This is a great opportunity for the right person to progress his/her career with the Civil Service and improve efficiency by evaluating energy use and putting in place new policies andchanges where needed for the benefit of the people of Jubaland State of Somalia JSS).

  1. Purpose of the position

Under the directives of the departmental director , the Energy officer will be responsible for overseeing departmental and functional procedures in identifying and enacting changes that reduces energy cost across the region.  His/her role is to operate independently, professionally and has significant influencing skills be used across the business and with external parties.

  1. Duties and Responsibilities
  • Utilize consultants when necessary to identify energy conservation measures.
  • Recommend sound policies directed toward energy conservation
  • Ensure that energy management operations are supportive of the instructional goals of the ministry
  • Actively and consistently supports all efforts to simplify and enhance the customer experience.
  • Maintains an understanding of finance concepts, methods, standards, principles, and technology, and makes sound decisions and recommendations.
  • Supports and applies strategic plan for department consistent with management’s strategic vision.
  • Continuously identifies and pursues opportunities to reduce electricity cost.
  • Possesses and applies a comprehensive knowledge of current and evolving best practices and industry trends.
  • Works effectively withother departments, and partnering service partners to achieve ministry goals.
  • Provides support, training, mentoring, and development to reporting staff on an ongoing basis to ensure the department performs at a maximum performance level. Plans, schedules, and directs staff to promote efficiency in completing their job responsibilities.
  • Guides and influences people, processes, and resources to support the best interests of the business. Builds trusting relationships with business leaders and partners.
  • Supports the internal/external audit processes and directs the documentation of procedures to comply with ministry requirements.
  • Prepare weekly and monthly reports as per the directives of the ministry managements
  • Carry out any other duties assigned.
  1. Qualifications and Experience
  • Diploma in Electrical Engineering, or related field.
  • 3 years’ working related experience
  1. Competencies
  • General knowledge regarding how to manage electricity cost.
  • Performance of trend analysis including analysis of project costs,
  • Electrical Engineering knowledge.
  • Experience of project management.
  • Communication and negotiation skills.
  • Teamwork management skills.
  • Problem-solving ability.
  • IT knowledge.
  • Able to demonstrate a genuine knowledge and interest of the energy sector and environmental issues.
  • Good time management skills.
  • A flexible approach to work and a willingness to take on new challenges.
