Background
The Civil Service Commission is established to oversee the proper functioning of the Civil Service of the Jubaland State and to ensure that the Civil Service is efficient and effective in serving the community, affordable within state budget resources, and based on merit and equal opportunity.
The Civil Service Commission is currently recruiting to fill a vacant position of Animal Health Director. This is a great opportunity for the right person to progress his/hercareer with the Civil Service and provide leadership and implementingthe Ministry’s policies for the benefit of the people of Jubaland State of Somalia (JSS). The Departmental director will support the Ministry in implementing CSC Acts and regulations for effective and efficient service delivery.
- Purpose of the position
The holder of this position is required to ensure and improve livestock productivity within the region.
- Duties & Responsibilities
- Monitor an integrated approach to the diagnoses and investigation of diseases in livestock.
- Ensure proper practices of keeping livestock.
- Educate pastoralist in the practices of animal keeping.
- Create new skills for the departments towards animal health
- Assess symptoms of common animal diseasesand make recommendations.
- Liaise with the other supporting donors in the matter of animal health in the region.
- Ensure safe and accurate handling of animal care and medical equipment.
- Carry out field visits where pastoralist live in search of animal health information
- Implement State laws and local ordinances relating to animal health
- Ensure the vaccination of livestock in the region, and conduct awareness on cross -boarder pastoralists.
- Develop policies that secure animal health in the region.
- Examine animals, check their health status and provide certification before exportation.
- Dress wounds of injured animals in the region.
- Perform dental, ophthalmic, orthopedic surgeries and prescribe medication.
- Update clients records.
- Ensure the safety and health of the animals slaughtered for human consumption.
- Supervise the work of animal health department in the ministry.
- Prepare weekly and monthly reports as per the request of the ministry management.
- Carry out any other duties assigned by the management.
- Qualifications and Experience
- A recognized degree in veterinary medicine or animal health science.
- 4 years’ relevant experience in veterinary epidemiology, in particular skills in disease investigation and surveillance.
- Competencies.
- Knowledge of the interactions and importance of social, economic and physical factors in livestock production.
- Understanding of animal health and constraints.
- Excellent communication skills in both written and spoken.
- Highly developed interpersonal skills.
- Familiarity with computers (word processing, statistics, databases and spreadsheets)
- Experience in livestock sector in Somali region is highly desirable.
